It was granted by the State Council of CPR on Nov. 19, 1992. It's located in Mawei port of Fuzhou with an area of 1.8 km2. It takes the international practice to make full advantages of port and duty-free zone with the most favored policy granted by the government. It's a free trade zone with Chinese characteristics under the supervision and regulation by the custom.
Functions
¡F FETDZ has five functional areas of international trade, duty-free processing Introduction to the FETDZ:, duty-free storage, high-tech zone and duty-free wharf.
A. International trade:FETDZ is the product of market economy by the China's government and the stage for international trade. FETDZ encourages the domestic and overseas investors to set up trading firms to do inside trade, subcontract trade, cross border trade and trade
with Taiwan. It encourages the manufacturers and distributors to hold international commodity fair, exhibition and introduction. It also encourages the free transport of cargo in-and-out the zone.
B. Duty-free processing: FETDZ is an economic area with combination of traditional free trade zone and modern industry. The processing and manufacture is at the duty free stage and the imported machine and equipment for the processing are exempt from the duty. The processing form is flexible with enterprise processing, other enterprises in the zone processing and enterprises outside the zone processing (the income tax is 15%) The infrastructure in the zone is complete for the investors to build or rent the factory building and store to process.
C.Duty-free storage:FETDZ is an international cargo storage area. The cargo without export-and-import license going in-and-out the zone from other countries is not limited by the quota and is exempt from the custom tax and value-added tax. The period of storage in the zone is not limited. The commercial process such as package, gradation and labeling is allowed in the storage.
D.High-tech zone: We will take the production and process of high added value, high profit and high-tech products as lead and equip with duty-free storage and international trade to develop the information communication, patent cooperation and transformation for the high-tech products.
E. Duty-free wharf: FETDZ combines the cargo, shipping and storage to provide the custom through and unloading service.
Advantages of wharf
The wharf is the neck of the zone neighboring with Mawei Qizhou Wharf, the main wharf of Fuzhou port and has the special advantage. Mawei Qizhou Wharf has five berths of 10,000-odd tons and one berth of 7,500-odd tons and shipping lines with 40-odd countries and regions such as Japan, Philippine, Singapore and Hong Kong. The international container business of Mawei Qizhou Wharf has co-invested with Singapore Shipping Group, the largest company in container business. It's very convenient for the cargo to go in-and-out by the international advanced container management system.
Advantages to Taiwan
FETDZ has special advantages to Taiwan due to the geographic situation:
A. FETDZ is located in the main wharf of Fuzhou port, one of the experimental ports for direct shipping between the straits, so it has cultural and geographic advantages to Taiwan.
B. FETDZ is a special area with similar functions and quality to Taiwan export processing zone. Due to the mutual beneficial policy, we will have various trade cooperation forms of Taiwan accepts order, Fuzhou manufactures and Taiwan orders, Fuzhou delivers.
C. Far Ming No.1 of Mawei Shipping Company in the zone transports between Fuzhou and Gaoxiong. The direct shipping will be realized after the shipping of " two ports, three places"
D. FETDZ has green line and plot for Taiwan cargo to make it convenient to enter into the international market.
E. The Taiwan investors in the zone enjoy the special preference in land price, tax, ratio of domestic and overseas sales and business license.
