Fish Breeding Base
1. Market Prospects
Rich in nutrition, good in taste, the Chinese snakeheaded fish is
of high economic value. It is a rare delicacy for people in the
coastal areas of South China. It used to grow naturally, but excessive
fishing has greatly decreased the total quantity of fish of this
kind. Artificial breeding of it has become a success in Beihai,
Guangxi since 1990s. It has constantly been out of supply at the
foreign and domestic markets, and the price keeps rising. Since
1985, its price has been more than doubled. Investigation shows
that it makes up no more than 1% of all aquatic products on the
market in Zhuhai, Shenzhen, Guangzhou, and Hainan. The price in
Beihai is 60 --80 yuan per kilogram, and it is often out of supply.
The success of artificial breeding of the fish of this kind has
attracted businessmen from Hong Kong. This shows to an extent that
the market prospects of the project are encouraging.
2. Construction Scale and Contents of the Project:
Building a breeding base with an area of 1,000 hectares to produce
4,536 tons of snakeheaded fish every year.
The major contents of construction including building 2,790 ponds,
27,000--m water inlet canal, and 2,929--m water outlet canal,
water gates, big and small, and other necessary facilities; purchasing
breeding devices, transportation vehicles, water quality monitors
and conducting public engineering.
3. Construction Conditions (including raw and processed materials,
communications and transportation, telecommunications, power supply,
water supply, site, coordination etc.):
The breeding base is located at a place round Dangjiang and Shatian,
where there is fresh water from the river. The water is of first
class, rich in bait organisms, unpolluted, and with a desirable
temperature for the fish breeding. The base is 9 km from Hepu
County seat; a grade-C highway connecting the base with the county
seat. Power is supplied by Dangjiang transformer substation and
water can be drawn from Zhoujiang or from underground and disposed
before use. The firm has number of experienced technicians. Hepu
Seedling Yard will provide the base with aquatic seedlings, and
the fish feed can be purchased in the locality.

is foreign capital to be used.

9. The Local Government's Preferential Policy Applied to the
Project:
9.1 The enterprise with foreign investment scheduled to operate
over 10 years will be exempted from income tax for the first 2
profit--making years; 50% of income tax will be paid from the
3rd to the 5th year, which will be refunded; from the 6th to the
10th year, after the full payment, 50% of the amount will be refunded
by the local financial department.
9.2.The enterprises with foreign investment engaged in marine
product processing and development will have the agricultural
specialties tax returned after the full payment.
9.3 When the period of tax exemptions and reductions for product
exportation conducted by the foreign-invested enterprise is over,
if the exported product output value makes up over 70% of the
product output value the same year, the enterprise will pay only
half of the income tax as stipulated in the tax law.
